We spoke with Ubisoft Montreal and according to their PR Assassin's Creed Golden Age was the original project name for Assassin's Creed Black Flag. Well, there you go. Unfortunately it won't be a new game at this point but hey, atleast we know right? Back to your originally scheduled programming

A new Assassin's Creed game called Assassin's Creed Golden Age has been leaked in a promotional brochure by Ubisoft. You can see the image below, which is available to download from Ubisoft's official site via a pdf file. It's unsure what type of game this is with the upcoming Assassin's Creed Victory. We've reached out to Ubisoft for further comment and will update as it becomes available.
